GEO LLAQTA - Unique Multipurpose Cadastre Platform
In a country where cities grow spontaneously on a daily basis, lots and blocks that are not registered in a formal cadastral system are constantly created . The entity in charge of the formalization process of these properties, the Formalization of Informal Property Organism (COFOPRI), has launched a GIS online consultation platform where government entities and citizens can access geo-referenced territorial information at a national level.

Finally, it has a series of applications of different use such as facilitating locations, making measurements, viewing statistical graphs, among others that can be found in César Figueredo's presentation (Spanish alert!!), Executive Director of COFOPRI. This platform is part of the Geoportals that can be found at the Council of Ministers Presidency's Peruvian Spatial Data Information Portal of Peru of which we will speak in a future entry.
In order to obtain high resolution aerial photographs where urban barriers could be identified, the Ministry of Housing's Accessibility and Technological Development General Direction explains that Unmanned Aerial Vehicles (UAVs), popularly known as drone, have been used. In this presentation's specific case, General Director José Taco explains that these piloted aircrafts have been used to capture images of areas surrounding the facilities where the Pan-American and ParaPan-American Lima 2019 Games will be held in order to ensure the accessibility of all citizens alike during the event.
Unfortunately, I have not obtained the ortomosaics images or reports that this new method has produced, but an explanation of the application process can be found in this presentation (Spanish alert!!).
Before ending this review I leave you some pics of the event that was held at the Lima Conventions Center. They even gave me an assistance certificate 😊.

En esta entrada terminaremos de explicar dos iniciativas donde se aplican las TICs en la gestión urbana nacional.
GEO LLAQTA - Plataforma Única de Catastro Multipropósito
En un país donde las ciudades crecen espontáneamente a diario, se crean constantemente lotizaciones y manzanas que no son registradas en un sistema catastral formal. La entidad encargada del proceso de formalización de estos predios, el Organismo de Formalización de la Propiedad Informal (COFOPRI), ha lanzado una plataforma SIG de consulta en línea donde las entidades gubernamentales y los ciudadanos pueden acceder a información territorial georreferenciada a nivel nacional.

Dentro de esta herramienta se puede encontrar información catastral cuantitativa y cualitativa sobre infraestructura urbana, edificaciones, equipamiento, mobiliario urbano, espacios públicos, videos de tomas aéreas y predios afectados por desastres naturales. Además, se le ha cargado capas provenientes de otras entidades públicas como fajas marginales de la Autoridad Nacional del Agua (ANA) o redes viales del Ministerio de Transportes y Comunicaciones (MTC). Por ejemplo, en la siguiente imagen se puede observar una ficha técnica de vivienda colapsada por desastres naturales que contiene número de ficha, datos del ocupante, materiales y fotografía de la situación del predio.

Finalmente, cuenta con una serie de aplicaciones de distinto uso como facilitar ubicaciones, realizar mediciones, ver gráficos estadísticos, entre otras que se pueden encontrar en la ponencia de César Figueredo, Director Ejecutivo de COFOPRI. Esta plataforma forma parte de los Geoportales que se pueden encontrar en el Portal de Información de Datos Espaciales del Perú de la PCM del que hablaremos en una entrada futura. Es de acceso público así que los invito a que la maniobren y descubran personalmente entrando a https://catastro.cofopri.gob.pe/geollaqta/.
Accesibilidad y Movilidad Urbana utilizando VANTs
Un efecto de las ciudades espontáneas no planificadas es que no son amigables con la accesibilidad para discapacitados y personas adultas mayores; en este sentido, la movilidad urbana inclusiva es una necesidad básica de los ciudadanos. Sin embargo, identificar zonas de la ciudad que complican la accesibilidad al presentar barreras urbanas es complicado. Esto se debe a que es necesario un trabajo de campo extenso porque las herramientas digitales disponibles como Google Earth no captan la resolución necesaria considerando que una barrera urbana puede ser un elemento de escala muy pequeña como un sardinel o un bolardo.

Con el fin de conseguir fotografías aéreas de alta resolución donde se logren identificar barreras urbanas, la Dirección General de Accesibilidad y Desarrollo Tecnológico del MVCS, explica que se han usado vehículos aéreos no tripulados (VANTs), conocidos popularmente como dron. En el caso específico de la ponencia, el Director General José Taco explica que se han usado estas aeronaves piloteadas a distancia para capturar imágenes de las zonas aledañas a las instalaciones donde se celebrarán los Juegos Panamericanos y ParaPanamericanos Lima 2019 con la finalidad de asegurar la accesibilidad de todos los ciudadanos por igual durante el evento.
Lamentablemente no se han conseguido imágenes de los ortomosaicos y reportes que han producido esta nueva metodología, pero una explicación del proceso aplicativo puede encontrarse en esta presentación.

Within this tool you can find quantitative and qualitative cadastral information on urban infrastructure, buildings, equipment, urban furniture, public spaces, videos of aerial shots and properties affected by natural disasters. In addition, layers from other public entities have been loaded as the National Water Authority's marginal river strips or the Transport and Communications Ministry's road networks. For example, the following image shows the technical file of a house collapsed by natural disasters that contains a file number, occupant data, materials and a photograph of the property's situation.

However, identifying city areas that make accessibility difficult due to urban barriers is complicated. This is because extensive fieldwork is necessary as the digital tools available such as Google Earth do not capture the necessary resolution considering that an urban barrier can be an element of a very small scale such as a curb or a bollard.
